you might want to consider doing this project in Director. There are
numerous options you can go with, especially if your developing a CD-ROM.
You can still do all the animations and navigation in Flash, you just have
to integrate into Director through calling Handler Events from Flash to
Director. ( Basic Tell Targeting concept).

I do this on a everyday occurrence, so if you have questions concerning
integrating Flash into your Director pieces feel free to contact me.
