I'll agree with aerial photos being required,
but I don't think 3d software is needed. A map like
this could be created in most vector graphics programs,
such as Illustrator (albeit very painstakingly); therefore,
easily imported to Flash!
(Although rendering the scene in 3d could lay the foundation
for an illustration guide!)
