I don't think so. The "Actions" in Flash are things that happen when you
click on a button, while the "Actions" in Photoshop are more like macros
that drive the program itself.
Flash has no built-in automation. It may be possible to drive it through
some type of system-level macro utility, although I haven't heard of anyone
pursuing that path yet myself.
(Background: MacOS 6 and the later Windows 3.1 both had types of macro
recorders, that could watch what you did in an application and later repeat
it on demand. Third-party utilities such as QuicKeys or FaceSpan took this
to further degree. The system-level control mechanisms today are
AppleScript and Visual Basic for Applications.)
But what is it that you're actually trying to do? It may be possible to
load a level, or use the Flash Generator, or some such instead.
