Hi Steven. Not a silly question at all -- drove me crazy for a long
time too. You can change the settings in Tools, Internet Options,
Security tab. Pick Internet and click Custom Level. Then set
everything in the ActiveX to "enable" (I wanted some to be "prompt" but
I could never get beyond the error message you mentioned above without
setting *everything* to enable). Click OK when you're done (of
course). Then do the same thing for the Local intranet section. I
still can't run any flash locally after doing this (if you manage to do
this successfully, let me know how), but I can run local things in PWS,
which is a good enough workaround for me most of the time.
