Flash uncompresses any bitmap picture immported then exports as a jpeg
(default) or lossless bitmap (similar to PNG). Thes options are set in
library.

Any pre-compression (lossless or lossy) is irrelavent to the the
pre-exported bitmap in Flash. Flash applies either JPEG or lossless
compression only to the expanded uncompressed image derived from the
bitmap import.

Note, Gif is not necessarily a lossless compression format if colors are
changed on export. The prep for Flash is based not on the file size
reduction in the Gif export but in the reduction of noise and unneeded
details in the image.
