FLASH: URGENT Active X question

Hi all,


This is a somewhat urgent situation for me, and I was wondering if someone could help me with some information.


I am developing a Flash site for the DoD, but ran in to some problems with some people at the Pentagon being unable to view the site. After some research I found out from one of the Network folks there:


"FLASH player is an ActiveX control.

All ActiveX controls are blocked by the OSD Firewalls. This by direction of a Secretary of Defense policy regarding mobile code. Unfortunately this restriction cannot be lifted."


Is this true (that Flash is an Active X Control)? I knew that the <object> tag forced IE into Active X to view Flash movies, but I did not know Flash in general was contingent on Active X across browsers. 


I'm trying to have an argument to face the above quote. Please help!
