If you are using scenes, assign a label to frame 1, then it should
work. You should use labels instead of frame numbers in general.
Labels will always remain the same but the frame numbers can change if
you edit or add frames. As a note, I found in the past that if you
use scenes tell targeting can sometimes not work correctly.
