Surely the answer is to apply at least 2 criteria - Design **and**
Effectiveness - in judging banners. I'm certainly surprised that Yell were
'unable' to make an award in this category.

p.s. Shouldn't there also be an award for the person who succeeds in
plugging the most sites on the UKNM list?
