There are companies who specialise in pre-screening applications, which includes conducting telephone interviews. That means you only end up seeing people who really meet your criteria.  I have to say I've been very impressed with the people we use. It saves loads of time and it's much cheaper than using a head hunter type of recruiter. The main thing is to give as tight a brief as you can (what's new?).
