In fact, a boardwatch survey from 18 months ago showed that the average
speed across the US internet was 6 kbps. (assuming your end connection
could do better, so if you connected with a T1 you might do a lot better
than 6, you'd probably end up with 6.
In the UK, end-to-end performance will be better since we are
geographically more compact; fewer hops end to end, everything at
telehouse, etc, etc.
However, a Durlacher survey from about 15 months ago showed that half of
all users did less well than 28.8kbps (using data across a bunch of ISPs,
and using, I believe, Intensive to test).
Of course, things will have improved since then.
But on the downside, these end-to-end speeds tend not to take into account
HTTP overheads and poor response on the server side.
I'd stick to 14k pages, graphics'n'all.
