This isn't that unlikely. Maybe a counter isn't the answer, but if
you're a retailer and an ISP (ie. Tesco) this could make sense - redeem club
card points against dial time or offer an 0800 number when you're in their
store. The technology to switch numbers automatically is already there.

Absolutely right. BUT, ask someone whether they prefer a ten quid a
month flat charge or open-ended phone-bills and you're going to get a pretty
consistent answer!
