As far as I'm aware it becomes illegal if a purchase has to be made
in order to enter - then it becomes a raffle - that is circumvented by
offering the No Purchase Necessary route.

To avoid the NPN route, an element of skill (e.g. spot the ball,
tiebreaker) can be added to a competition where a purchase is
required.
