Norweb's DPL (Digital Power Line Technology). Nice idea, however, speaking
as someone who did some work with Norweb in a previous life on this tech. it
doesn't work (yet). The maximum throughput of a power cable is 1Mb per sec.
utilising a small gadget that harnesses the interference to create data
streams. However, it also produces radio interference which the RA have been
averse to licencing and the sheer logistics of the network mean that it is
at the moment, impractical. You have a set up of somewhere around 250 homes
connected to one sub-station line, each with a share of 1Mb, connected 24/7.
If you work the maths out this means that each one is receiving 4kbps. Well,
maybe still better than some throughput we experience currently but then
each substation is currently connected back to the main node by microwave.

Need I say more?

Alternatively, try looking at third generation mobile 'phone technology,
2Mbps direct to the handset. Broadband multimedia while you walk, surely the
way forward!
