That's how you do it, but whether or not it works properly is a
different story.

I've had weird behaviour turning a symbol into a button after I
originally created it. I think the safest way to turn it into a button
is to go into the symbol, copy all the contents, make a new symbol,
specify button behaviour when you make it, then paste the old symbol's
contents into the new one.

The obvious caveat is that if you have many instances of your symbol in
your timeline you'll have to replace them all, and we all know how
annoying that can be especially with Flash's current lack of numeric
precision placement tools.

Ok, so now I thought of a wish:
The ability to change the parent symbol of a specific symbol instance.
(eg. I make a symbol called "A", then place it in my timeline. Later I
decide I would rather it were a linked to symbol "B". I just change the
association to "B".) Maybe even a macro level tool that lets you
inspect all uses of all symbols, and work with them, so you could
change all "A"s to "B"s.
