FLASH: IE 5 PC; no plug in?

Hi,


Today I went to a cyber cafe to test some sites. I was using IE 5 on a PC,

and the Flash plug in wasn't installed. I thought they were shipping with

it "ready to go". Is this the norm, or was this just a funky desk top,

perhaps monkeyed around with by too many people?
