Probably several ways, but here is one:
Name your star movie clips in a sequence, such as star1, star2, etc.... Now
add a layer to the star mc so you can add labels and actions. Move your
animation over to start in frame 2 so you have a blank keyframe in frame 1.
Label frame1 "park" and add a "stop" action. Label frame 2 "show" and add
an action to the very last frame of the mc to go to and stop "park". Next,
make a new mc with two frames. In the keyframe on frame 1 put the action
tell target ("star" & random(50)+1)
go to and play "show"
end tell target
where there are 50 star movie clips.
Now, I didn't check the syntax, and this was written quickly, but hope you
get the idea, anyway.
The other way you could do it is just to stagger the placement of the star
mc's on the main timeline...so that they just start at different times.
