First make the file mono (Process->Channel Convertor). Play with the presets
to see what works well for your material.

then

Process -> Resample.

You should always set interpolation accuracy to 'high', and apply anti-alias
filter when dropping sample rate.

then

Process -> Convert to 8-bit.

Keep in mind it may be better to let flash do this last step -- it can be
heinous in SF (or any other app) and you want to give Flash as much info to
work with when doing it's own audio compression. You wouldn't compress your
graphics twice, would you ? ;-)
