Sidenote: The general MP3 compression method will drop down to your target
bitrate... no need to drop sampling frequency or sampling size down
beforehand. Flash 4's internal audio compression will match your target
delivery rate.

Tip: Avoid sharp spikes in sound... these don't compress as well as sounds
with even dynamics do.

Summary: There's usually little need to downsample in Flash.
