ZIndex layers will not work with reliably with plugins and Netscape and
Flash does not support it in the plugin.
You can use ZIndex layering with the ActiveX control (Win32 IE 4+) but
as I understand it there are some issues with IE4 which I understand
have been solved in IE5.
