Yes, it is Mike. And it is the French who scream loadest when sensitive
material is obtained by the Chinese or North Koreans (unless of course
they supplied the material to them).

As long as there are terrorist and especially governments that support
or ignore terrorist operations, there will always be a ban on some items
including encription code from the US.

It is likely the export ban on the present 128 code will be lifted in
the relatively near future. It's well know now and it is only a matter
of time before restrictions will be lifted.
