FLASH: Download flash 4 when view flash 3 in IE

Hi,

I was wondering does anyone encounter the problem of viewing flash 3 swf 

file in IE4 for windows asks to download flash 4 active x control. Why is 

this so ? I thought that if i create a flash 3 swf file and view it in IE4 

should be OK. If i click 'no' for download, a blank screen appears. Why is 

this so? Anyway to solve this.
