Perl scripts normally reside on servers. On a standard set-up, a Perl script
sits in a CGI (or CGI-BIN) directory. Many service providers charge a
premium for account holders using unvetted Perl scripts on their servers.
On the other hand, it's not difficult getting a full service ISP who allows
you the creative liberty required to upload, test, tweak, stumble and run
Perl on their web servers.
