If Frame Is Loaded only checks frames in the current timeline, and is used
primarily (exclusively?) in the main timeline. It would work fine if you
put an If Frame Is Loaded loop just before your navigation buttons appear,
to keep the playback looping on a static image (the last image of the
30-frame preloader) or perhaps to keep a movie clip looping at that point,
and only move ahead to the navigation buttons when the movie is ready to
receive the GoTo actions of the buttons. Alternatively, you could have a
series of If Frame Is Loaded loops that would reveal each button in
sequence as the associated frame has loaded.
