What you have is an on release.

For a button that works when pressed:

1) go to the actions window and hightlight the On (Realease) line
2) Deselect the On (Release)
3( Select Press

Works when the button is pressed dowm:
On (Press)
Go to and Stop (1)
End On

Works after button is pressed and released:
On (Release)
Go to and Stop (1)
End On
