I believe it means they cannot import the file into Flash or Director
and thereby claim your work was theirs.

All Flash files download as they run. They are stored in your browser's
cache folder, and generally purged whenever the size of that folder
reaches a set limit.

Note that saving to local drives is one of the things ShockMachine is
supposed to be able to do, as well as the remote, once you've enabled
the saving (as I recall in the HTML on your page).
