Why would you want to do that? Layers are all combined during .swf export
anyway -- they exist only in the .fla authoring environment. If you copy a
bunch of motion tweens to one layer they won't work correctly. If for some
reason you really need to reduce the number of layers, convert each tweeen
to a movie clip and cut and paste all clips to a single layer. Can't see
why you'd want to bother, however.
