If you use Photoshop, get a copy of Xenofex 1.0 from Alien Skin at
http://www.alienskin.com/. it costs about $130 us and is an awesome set of
filters. Create your lightning in photoshop and import it to flash then uase
trace bitmat to convert it to vector.(do this to make the background
transparent, and the lightning is probably quite small compared to the
actual image picture which is mostly background). Importing transparent gifs
into flash doesnt work well.
