FLASH: Fill Bucket

Anyone,


I'm trying to understand the scope of the fill bucket.  Sometimes it fills and sometimes it doesn't.  Specifically, I've created a symbol and I want to fill a closed area and it's not filling.  I've tried every combination of gaps and paint buckets.
