Mmm, but for what reason? Who in their right minds builds HTML in text
and tag if they do not absolutely have to?
And of those doing it the hard way like that, who would ever *try* it
without *some* kind of reference handy to shore up areas of vague
knowledge?
Besides the analogy does not carry. Knowing how to spell is not equal to
knowing what syntax is acceptable and in what format; that's a grammar
test, not a spelling test.

My personal assessment of the layouts that I've seen of pretty much
every page I've visited that was straight-up HTML. It is all doable in
basic editors. Even the framed stuff can be sort of handled in a
low-complexity editor.
No getting into the source necessary.
This is of course just my own opinion. It's not necessarily valid. But
if I were testing someone on their abilities as a coder, I would
actually be more pleased with a person who sometimes checks a reference
document to ensure he's getting it right than someone who simply cranks
out answers without confirming anything.
Put another way in my opinion knowing the answer is nice, but knowing
how to *find* the answer is considerably more important, as it indicates
a degree of resourcefulness which is missing in brute memorization
tactics.
