If  you are talking about the effect on the bubbles, you could just

make two copies of each bubble, and put a gaussian blur from photoshop

onto one of each set. Then you could just do a simple rollover.  To

me, it looks like the effects were pretty much done with layer effects

and filters in photoshop before being placed into the web page.
