Paul,

For plain static text, the font is rendered according to the selected font, but
the 'include font outlines' option is for (and only available in) text fields.
Since text fields can be changed on the client-side they will rely on the user's
installed fonts unless you include font outlines so your specified font can be
rendered in vectors "on the fly."
