You can't assign instance actions to the frames of a button. If you
want a sound in the frame of a button either highlight the frame and
drag the sound onto the stage or go to modify frame and select sound,
then choose your sound effect. When you want to assign on mouse event
actions to the button, drag the completed button to the stage, select
modify instance then choose your on mouse event and action.
