It totally depends on how complex the animation is, what kind of video card,
what speed of processor and possibly the room temperature amongst other
things. (I made up the room temp thingy)

I would honestly just develop the presentation for 25 fps, and if it can't
handle it, then drop it to 12 fps or other. There are so many variables
that go into the movie's ability to play at the requested fps.

Recently somebody had posted a listing of the prime suspects in .swf chunk.

Here are a few of my own suggestions:

Try to avoid making too many motion tweens at once.
Keep your vector images too as few points as possible.
Avoid bitmap tweens
Avoid tweens with changes to the alpha instance.

These are the things I always try to do to keep the movie from chunking.
