I think mac and pc photoshop files are binary compatible and do not
require the resource fork. I constantly use both at work and
transfer back and forth quite often.

If the file came to you with the .psd extension and does not open
using OPEN AS...then ...

Maybe the file has been corrupted while in transit via email or zip
disk or whatever.

or

the mac user typed a psd extension onto the file when it was not a
photoshop file. I know this can happen because my mother did it one
time with about 20 jpegs. She changed the file name and extension.
