I agree with Randy, turf the gifs and re-build your forms is Flash.
It's actually pretty easy and will save you a ton of work in the long
run.

I'm working on a training application for a chemical plant that shows
workers how to fill out various forms. Some of the forms are as large
as 8.5" x 14". For the large forms I'm using a mask that allows me to
display the part of the form that I need to focus on. I don't have
any examples of the larger forms on-line, but I have a single module
of the training program on line at:

If you advance to screen 8 or 9 you can see how I display a complete
form, front and back.

As soon as I get a module on-line that uses larger forms I'll let you
know, in the meantime, I hope this gives you some ideas.
