Often the easiest course is just to redraw it by hand tracing.
Depending on the image even a fairly complicated image can be recreated
perfectlt using Flash, Illustrator or Freehand. Flash is very effective
if the image is based on simple shapes such as perfect circles and
squares.

In Flash place the bitmap locked on one layer and draw on a layer above
it.
You may want to make the bitmap a symbol so you can fade it (alpha)
some.
If you use layers properly even complex diagrams can be recreated
quickly.

If you post the image more suggestions could be made.
