The concept of web safe colors only applies to users with their monitor set
to 256 colors (8 bit). Anything higher and it doesn't matter. Also, since
Flash uses gradiation of color when it anti-aliases, there's no such thing
as web-safe color in Flash. My recommendation is to forget about it if
you're building a Flash animation.

If you're creating gifs you can probably make a case for it, but in Flash I
don't see the point.
