You could do something like this with Director, but if you really
wanted to do it with Flash, you would have to have people
actually click on something to expand a list because there
are no onMouseOver events to trigger the effects that you
are looking for.
Just set each level as a separate scene and instead of the
list expanding when the mouse was over a certain "element"
that it would say click here to expand which would take them
to a new scene with the expanded list.
