(PC only since I don't have a Mac...yet :)
You would have to convert the MP3 files to WAV format for editing.
There are any number of freeware decoders out there, or if you use Winamp
(www.winamp.com),
you can use the DiskWriter plugin that comes packaged with the player to
decode MP3s straight to WAV.
Now for sound editing, you can search places like download.com,
winfiles.com, etc. for a whole heckuva lot of editors, but 2 that I
personally recommend as inexpensive and easy to use are CoolEdit and
GoldWave...or you can use SoundForge if you like overkill ;)
