It's more than likely a problem with your video card. Since you didn't specify which video card you're using, it's hard to figure out what's specifically happening here. If you're running in 16-bit resolution, try changing to a higher (24 or 32 bit) or lower (8 bit) resolution. Also check with the video card manufacturer's web site to see if there are updated video drivers for your card under the OS you're using.

There are no known issues specifically related to the Pentium III chip with Flash 4 (or any previous version of Flash for that matter).
