I think the map you posted was an illustration that was scanned in. I did a
project a few months back that uses a 3d map, viewed from a single
perspective that you can zoom into different areas. Check it out at
http://www.nolandinsight.com (its the Harbourfront project, listed under
the flash 5 projects).
I used a 2d map of the streets copied in freehand. I then moved the map
from freehand into 3d studio max.. From there, using some photos I took of
the area, constructed the buildings in Max. its a long process, and there
might be faster ways, or better programs to use.
