I think Neal means that he can't move the content on the stage, not the
frames it self.
I've experienced the same problem, but still did not find a solution.
(It worked once, but I can't recall what I did different ;-( )

Crtl-click-drag works for me. If you're regerring to editing multiple
frames, I've had a problem with that. It's not as easy as in 4. But why
should Macromedia make anything easier for us?
