DHTML LAYER IN FLASH

can flash be used as a background we/dreamweaver? when I try to embed the

flash movie in a dreamweaver layer and manipulate the layers, the flash

movie always comes out as the top layer when played in the

browser...............It appears to me that flash is always on top by

default with the current flash plugin....if this is true will someone let me

know and if not, then what am I doing wrong?....if anyone can help I would

be very appreciative....thanks
