Your problem is that the OnRelease MC is not present in frame 1 and

therefore cannot respond to TellTargets issued in that frame.  Put the

OnRelease clip in frame 1 and have it start in an empty, parked (stop

action) frame.  Use TellTarget to move it to its second frame, where the

OnRelease animation occurs.
