This is done using a couple of 'If Frame is Loaded' loops.
The flashing number is an animation in the loop. When the target section
has loaded it goes to a frame where that nunber stops flashing and a
Button with that number appears.
If Frame is Loaded used to be called Wait-for-Frame in Flash 2.
