In the Instance of the Button (Double click the button on the stage)
apply a an On(Roll Over) to a Go To or Tell Target Action. When creating
a Go To (or Tell Target action the default trigger Mouse Event is
On(Release). Select the ON and deselect Release and check Roll Over.

A Label is a name that is assigned to a frame that is independent of the
actual frame number it is at. In other words you can add or subtract
frames in front of a Labeled frame without having to change all Go To or
Tell Target frame numbers to reflect new frame positions.
Right Click on a frame, select Properties > Label:.
