Using the Web-safe palette is used for visitors who have color set at 8
bit (256 colors). When using non-Web-safe colors there is no way to know
exactly how your graphics will be displayed on monitors set at 256
colors. Non-safe colors may be dithered or substituted or a combination
of both. This substitution and/or dithering of colors can easily make
graphics totally different than originally intended.
