I've done it with Microsoft Word 97.  Not a free program, of course, but

likely on your machine already?  Has a few 3D capabilities, including text,

but the only way to rotate is to cut 'n paste, click the rotate button once,

cut 'n paste, click again.....


Can't beat the price, if you already own it.
