Do you mean it's not supposed to play then? Sounds like the timeline
encounters the movie clip, so the sound plays. Put an empty keyframe in the
first frame of the movie clip and add a Stop action.

For Sync type, choose "start" rather than "event" and the sound will not
trigger if it's already playing.
