Authoring choices that have an effect on playback speed are listed on p225
of the Flash 4 manual (or if you're in the trial, search on term
"optimize"). These are the most frequent issues.

The time until a piece starts isn't necessarily related to the total
filesize or rendering complexity. For a fast start, the key is to start the
presentation with smaller media, and to save larger media loads until later
in the movie. This lets the file start animating right away.
